While the planting proposals are more extensive, they are a solution to the visual impact alone and will take many years to have the intended effect. The efforts of the applicant to deal with the visual impact are recognised. Note that one councillor supports the proposal. |

There are disputes over the ownership of land bordering the submitted plans for the visibility splays. There are also question marks over the accuracy of the submitted plans. The visibility needs to be carefully looked at, as safety is very important. It is noted the the amendments pertain to land in Ditcheat parish; one councillor and some residents dispute this. It was thought that these matters would be best left to the Planning Officer. |

Recommend Refusal Response of East Pennard Parish Council (EPPC) to amendments to the planning application 2022/2458/FUL East Pennard Parish Council recommends refusal of this application. As the amendments to the proposal do not apply to any of the comments made previously, East Pennard Parish Council sees no reason to change these comments, but understand and have no objection to dropping the proposals to have no campsite in fallow years. EPPC is disappointed with the response of Glastonbury Festival Events Limited (GFEL) to their concerns. GFEL said they would consider these comments, in particular the requirement to remove equipment in the vicinity of East Pennard within 28 days. If this is a condition of approval, can you please discuss this with EPPC. EPPC is also disappointed that no-one from GFEL came to the meeting to discuss their amendments. Therefore the original five comments still stand together with an additional point. EPPC recommends refusal for the following reasons: 1. The application site is 700 acres larger than that approved in the previous temporary approval granted in 2009 (2009/0127) and that was renewed in 2016. The application cannot be for "continuing use" for this new acreage outside the previously temporary red line area as there is no permitted planning use, especially on the new agricultural land now included. 5. The village of East Pennard is ignored with no explanation in the application, as required in a planning application, as to where and how the increased traffic from Worthy View will access the site. 6. East Pennard Parish Council notes that the application boundary red line does not include the entirety of the established area occupied by the Worthy View campsite, part of which, as does an area within the defined application area, extend onto that of the Brue watershed and therefore requires monitoring in that respect, which is not accommodated in the GFEL submissions. |

The bund was originally created to prevent view of the Evercreech Junction industrial complex from Ditcheat to the southwest of it, the idea being that trees and shrubs would be planted on the western side of the bund as a barrier. This application for buildings to be erected on the top of the bund is in complete conflict with the idea of having tree cover to act as a screen as activities and light would still be visible despite the vegetation. This proposal is totally against the original intent and consents given for the bund. There are many dwellings in the Ditcheat area with direct lines of sight, 67 within 1000 metres of this site, so visual impact is a significant factor. EPPC strongly opposes this application. |

Recommend Refusal. The site of this application is within the parish of East Pennard; however it mainly affects the residents of Ditcheat. The bund was originally built to protect the residents of Ditcheat from what was going on behind it at Evercreech Junction in terms of noise, light pollution and visual impact. The top of the bund was then approved for parking and later for using the area for storage. This latter was subject to a number of conditions. The current application is to remove Condition 4 of the previous planning (2019/2006/FUL) which imposed a height restriction of 3 metres for storage. This was initially proposed in March 2024, when East Pennard Parish Council strongly objected. Since then a further report has been submitted recommending a maximum height of 10m. That report does not change the views of East Pennard Parish Council in any way. Increasing the allowed height goes against the original reason for building the bund to protect Ditcheat’s residents. The 67 dwellings in Ditcheat, which are within 1000m of the bund, would be significantly impacted by allowing buildings of more than 3m on the bund. There was a query as to whether the Planning Department is concerned with protecting local residents affected by this. East Pennard Parish Council strongly objects to the proposal to remove Condition 4. |
